　　P.S. 對于還沒接觸過英國議會制辯論的大家，一般motion以This House(本院)開頭，為Government(政府，正方)立場，反之則為Opposition(反對黨)立場。

　　此外，英國議會制辯論在辯題公布之后只有15分鐘準備時間，每位辯手上臺半即興發言7分鐘，期間不允許使用電子設備上網查資料，對個人知識儲備和短時間內構建邏輯論理框架能力都是一次挑戰!

　　那么，讓我們來看看世界上最頂尖的辯手，在15分鐘內要為什么樣的題目作出準備吧!當然啦，我們平時的訓練和新生賽可沒有這么難嘿嘿嘿。

　　20xx年世界大學生辯論賽辯題

　　· 積分賽(Preliminary)

　　第一輪：本院相信，美國應該在伊斯蘭世界出資建立溫和派講經學校(教授伊斯蘭教教義的宗教學校)。

　　R1: This House believes that the United States of America should fund moderate Madrassas (schools of Islamic study) throughout the Islamic world.

　　第二輪：本院將在受害者同意的前提下，允許初次犯罪者以金錢賠償代替監獄服刑。

　　R2: This House would allow first-time offenders to, with the consent of their victims, pay compensation to them in place of a prison sentence.

　　第三輪：本院對“勾搭文化”的興起感到遺憾。

　　R3: This House regrets the rise of a ‘hook-up culture’.

　　第四輪：本院相信，發展中國家應該禁止“政治王朝”的成員領導民選政府。

　　R4: This House believes that Developing Countries should ban members of political dynasties from standing for elected office.

　　第五輪：本院相信，跨太平洋戰略經濟伙伴關系協議(TPP)符合中小協商國的的利益。

　　R5: This House believes that the Trans-Pacific Partnership is in the interests of the small and medium-sized negotiating countries.

　　第六輪：本院將以使用長效可逆避孕措施(LARC)為條件，發放育兒福利補貼。

　　R6: THW make the receipt of welfare payments to raise children conditional on the use of long-term, but reversible contraception.

　　第七輪：本院相信，藥品監管有關政府機構在允許藥物向公眾銷售前，應該只測試藥物安全性，而不測試藥物有效性。

　　R7: THBT government agencies that regulate drugs should only test whether a drug is safe, not whether it is effective, before approving it for public use.

　　第八輪：本院相信，北大西洋公約組織應該無條件為除俄羅斯外的前蘇聯成員國提供加入資格。

　　R8: THBT NATO should unconditionally offer membership to former statesof the Soviet Union, excluding Russia.

　　第九輪：本院對原住民文化的商品化表示遺憾。

　　R9: TH regrets the commodification of indigenous cultures.

　　*商品化意為從通常不與利益掛鉤的創意、儀式和物體中謀求經濟利益的行為

　　*commodification is the act of seeking financial gain from ideas, practices or objects not normally associated with profit.

　　· EFL(以英語作為外語組)淘汰賽

　　EFL Break:

　　半決賽：本院相信，同性戀權益運動應該放棄“性別取向并非后天選擇”這一說法。

　　Semi-finals: THBT the gay rights movement should abandon the claim thatsexuality is not a choice.

　　總決賽：本院相信，跨國公司應該為其供應鏈中任一處出現的人權侵犯行為負責。

　　Grand final: THBT multinational companies should be liable for human rights abuses that occur anywhere in their supply chain.

　　· ESL(以英語作為第二語言組)淘汰賽

　　ESL Break:

　　四分之一決賽：對于在道德上有所爭議的客體，本院將取消所有對其版權的保護。

　　Quarter-finals: THW remove all copyright protection for material deemed to be morally objectionable.

　　半決賽：本院相信，天主教教宗弗朗西斯應該公開鼓勵天主教徒支持激進的再分配政策。

　　Semi-finals: THBT Pope Francis should publicly encourage Catholics to support radically redistributive government policies.

　　總決賽：本院將允許一國支付另一國，以安置在其邊境的避難者。

　　Grand Final: THW allow countries to pay other countries to settle asylum-seekers at their borders.

　　· 公開淘汰賽

　　Open Break:

　　十六分之一決賽：本院將廢除在發展中國家建立的，帶門禁的住宅區。

　　Double Octo-finals: THW abolish gated communities in the developing world.

　　八分之一決賽：本院相信，日本應該讓參與二戰的士兵感到恥辱，包括并沒有犯下戰爭罪的士兵。

　　Octo-finals: THBT Japan should shame its soldiers who participated in WWII, including those who did not commit war crimes themselves.

　　四分之一決賽：本院將拍賣對破產城市的長期盈利性管理權。

　　Quarter-finals: THW auction off the long-term right to govern bankruptcities for profit.

　　半決賽：本院相信，女性應該拒絕改造其生殖器外觀的行為，如蜜蠟除毛和陰唇整形手術。

　　Semi-finals: THBT women should reject practices that alter the appearance of their genitalia, such as waxing and labiaplasty.

　　總決賽：本院相信，印度應該采取激進的自由市場政策，包括但不限于：放松勞動力市場管制，允許更多外商直接投資和國有企業私有化。

　　Grand Final:This House believes that India should adopt aggressive freemarket policies, including but not limited to deregulating labour market,allowing greater level of foreign direct investments and privatizingstate-owned enterprises.

　　· 大師賽：

　　Master Rounds:

　　第一輪：本院相信，女權主義運動應該積極將女性從預設的性別分工模式中解放出來。

　　R1: THBT the feminist movement should actively fight to liberate men from their prescribed gender roles.

　　第二輪：本院將重新劃分非洲國家的國界。

　　R2: THW redraw the borders of Africa.

　　總決賽：本院絕不會以種族定義與劃分民眾。

　　Grand Final: THW never categorize people by their race.
